California Emerging Renewables Program
The California Energy Commission offers cash incentives to promote the installation of grid-connected small wind systems through its Emerging Renewables Program. To qualify for an incentive, the participant must be a customer of one of the utilities contributing funds to support the program.
Incentive Amount:
Small Wind Turbines (up to 50 kW): $2.50/W for first 7.5 kW and $1.50/W for increments > 7.5 kW and < 30 kW

Oregon Small Wind Program
Energy Trust of Oregon
The Energy Trust of Oregon offers cash incentives to promote the installation of grid-connected small wind systems through its Small Wind Program. To qualify for an incentive, the participant must be a customer of one of the utilities contributing funds to support the program.
Incentive Amount:
- Small Wind Turbines (up to 50 kW)
Residential:
Lesser of: $4,500 per meter of rotor diameter or $4,500 per rated kilowatts of the wind turbine (maximum $35,000)
- Commercial:
Lesser of: $3,750 per meter of rotor diameter or $4,000 per rated kilowatts of the wind turbine (maximum $60,000)

State of Oregon
The state offers a tax credit that can be coupled with the Energy Trust’s rebate program. The tax credit applies only to systems installed after January 1, 2007.
Incentive Amount:
Residential Energy Tax Credit of $2.00/kilowatt-hour produced in the first year of operation. The credit must be claimed over four years at a maximum of $1,500 per year.
Maximum amount of $6,000

Hawaii Wind Energy Credit
The Hawaii Energy Tax Credits allow individuals or corporations to claim an income tax credit of 20% of the cost of equipment and installation of a wind system.
Incentive Amount:
- Single family residential and commercial properties are eligible for a credit of 20% of the actual cost
Incentive Ceiling:
- Single family $1,500
- Commercial $500,000

Illinois Small Wind Grant Program
The Illinois Department of Commerce and Economic Opportunity is offering grants for small wind systems of 50kW of less. Applicants must be a customer within the service area of an investor-owned electric or gas utility or a municipal gas or electric utility or electric cooperative that imposes the Renewable Energy Resources and Coal Technology Development Assistance Charge.
Incentive Amount:
- Up to 50% of eligible project costs.
Incentive Ceiling:
- The maximum grant award for a wind-energy system is $25,000.Deadline:

Massachusetts Small Renewables Initiative Rebate
The Small Renewables Initiative involves the distribution of approximately $3.6 million of rebates each year through FY2010. Rebates will be provided on a "first come-first served" basis. The applicant must be a customer of a Massachusetts investor-owned electric distribution utility.
Incentive Amount:
- Wind: $2.00 per watt (AC), 10kW maximum and located at residential, commercial, industrial, institutional, and public facilities.
Incentive Ceiling:
- $50,000 per project or site

New Jersey Clean Energy Rebate Program
All ratepayers in New Jersey are entitled to financial incentives through the New Jersey Clean Energy Program. Direct financial incentives are available to reduce the initial cost of your renewable generation system. Incentives are paid incrementally based on the size of the system installed.
Incentive Amount:
- $5.00 per watt for systems up 10 kW
- $3.00 per watt for the first 10 kW for systems greater than 10 kW
- $2.00 per watt for the next 90 kW of system size
- $1.50 per watt for the next 400 kW of system size
- $0.15 per watt for system capacity in excess of 500 kW, up to 1 MW
Incentive Ceiling:
- 60% of eligible costs for wind up to 10 kW; 30% for wind greater than 10 kW

Ohio Energy Loan Fund
The Ohio Department of Development's Office of Energy Efficiency is offering grants on a first-come, first-served basis for the installation of new distributed energy resources projects, non-residential renewable-energy projects, and residential renewable-energy projects. All systems must be installed in Ohio, in the service territory of one of the state's four investor-owned utilities: American Electric Power, Dayton Power & Light, Duke Energy or FirstEnergy. The current solicitation was issued in September 2006.
Incentive Amount:
- Residential wind-energy systems are eligible for a grant of $2.50 per watt or 50% of the project's cost, whichever is less.
Incentive Ceiling:
- The maximum grant award for a wind-energy system is $25,000.
Vermont Small Wind Incentive Program
The Small Wind Incentive Program provides funding for new solar water heating, solar electric and wind energy system installations. Currently in its third round of funding ($980,000), the program is available to single- and multi-family residences, businesses, farms, schools, and local & state governments.
Incentive Amount:
- Wind: $4.50/watt DC if owned by schools, farms, or government entities;
$2.50/watt - $4/watt if owned by individuals or businesses (higher amount for Vermont-made equipment)
Incentive Ceiling:
- Wind: $12,500 individuals/businesses; lesser of $35,000 or 50% for multi-family, low-income projects; lesser of $20,000 or 50% for schools, farms, and local/state governments
